Could the construction equipment manufactured or rebuild in Far East be sold in North America?

To avoid the creation of unnecessary barriers to trade WTO (World Trade Organization) developed principles of Conformity Assessment. American National Standards Institute (ANSI) issued the “National Conformity Assessment Principles for the United States”. This document articulates the principles for U.S. conformity assessment activities that will allow consumers, buyers, sellers, and regulators to have confidence that products on the market are equal in terms of the protection of human health, safety and the environment.

Conformity Assessment

is a process whereby construction equipment is evaluated against specified requirements. It permits governments to enforce the regulations for which they are responsible in protecting the public health and safety.
Conformity assessment may consist of any one of, some of, or all of the following: sample testing, item inspection, process evaluation, management system registration, and product certification

Certification

is a procedure by which a third party gives written assurance that a product, process, service or person conforms to specified requirements.

In U.S. Occupational Safety & Health Administration (OSHA) publishes its dictates in 29 CFR (Code of Federal Regulations, Part 1910) and can enforce them with fines, criminal charges, and plant shutdowns. ANSI - a coalition of technical, trade, and professional organizations (SAE, ASME, UL etc.) that develop standards for their respective industries.

An example of Conformity Assessment requirements could be found in “Some North American requirements for Industrial Trucks” post (December 23, 2004). Similar sets of requirements could be defined for any construction equipment.

To prove Conformity the relevant sampling, testing, inspection, certification, and registration shall be done. Often, compliance with different requirements shall be done by different third parties (UL, EPA, Professional Engineer etc.). A valid prove of Conformity shall be obtained.

Conclusion: The construction equipment manufactured or rebuild in Far East could be sold in North America if Conformity to regulations has a valid prove (Certificate).

The Manitowoc Company to Build New Crane Manufacturing Facility in China

Enables Company to Better Meet Growing Demand for Its Crane Products in the Global Market




MANITOWOC, Wis., Jan. 18 /PRNewswire-FirstCall/ -- The Manitowoc Company, Inc. (NYSE: MTW - News) announced that its Crane Group will begin building a new manufacturing plant in Zhangjiagang, China this quarter. The new plant will replace the company's existing plant, which currently manufactures a full range of Potain tower cranes in capacities from 40 to 485 meter tons.
Scheduled for completion in early 2006, the new plant will be more than twice the size of the existing 120,000-square-meter plant and will include upgraded manufacturing equipment and state-of-the-art machine tools. In addition to assuming all of the current manufacturing work, the new plant will produce additional tower crane models as well as components for Manitowoc crawler cranes and Grove mobile telescopic cranes. The number of plant employees is expected to reach 400 by 2008, up from approximately 300 at the current plant. Ground-breaking for the new plant is scheduled for February 16, 2005.

"This new crane plant is part of our strategy to increase global crane sales and market penetration," said Terry D. Growcock, Manitowoc's chairman and chief executive officer. "It will strengthen our presence in Asia and enhance our abilities to truly serve the worldwide crane market. This project is precisely the sort of significant growth initiative we intend to fund with our recently completed equity offering."

Manitowoc's Foodservice Group is also building a larger manufacturing and training facility near Hangzhou, China, to support the rapid growth in demand for ice, beverage, and refrigeration equipment. Construction of the 190,000-square foot facility is well underway, with completion and start-up scheduled for the third-quarter of this year.

Caterpillar Further Expands Business in China

Establishment of Innovation Center supports multi-year investment strategy for expanded Caterpillar presence in China




BEIJING, People's Republic of China (PRC), Jan. 25 /PRNewswire-FirstCall/ -- Caterpillar Inc. (NYSE: CAT - News) announced today the selection of the city of Qingdao in Shandong Province as the location for a state-of-the-art Innovation Center for product and process development in China. This commitment to technical excellence in China will provide a focal point for product development and will accelerate the introduction of Caterpillar technology into its design and production processes in China. The announcement of this planned investment is the latest step in a multi-year strategy introduced by Caterpillar in 2003 to significantly expand its presence in China. This center will be managed and wholly owned by Caterpillar.

The Innovation Center will support several China based ventures in the future, including Shandong SEM Machinery Co., Ltd., one of China's key wheel loader manufacturers. Snorkel Boom Aerial Platforms

Reconditioning program started for owners of Snorkel telescopic and articulating booms. This new business segment, headed by long term Snorkel employees, was awarded a contract with a major national rental firm to recondition a significant number of Snorkel telescopic boom lifts (from TB37's through TB126J's) as well as selected articulated booms.

"These new services are a result of requests from within the rental industry," emphasized Frank Scarborough, Executive Vice President and Chief Operating Officer. "Owners will be able to cost-effectively extend the usable rental life of their Snorkel booms without the expense of purchasing new products."

All the work will be done by a group of highly qualified, Snorkel service technicians, Scarborough explained, and in some instances, we have the ability to finance the reconditioning costs.

Three Snorkel TB37's, 42's and 50's or two TB60's can be transported on one truck. This significantly reduces the inbound and outbound transporation costs. By scheduling completed units to meet inbound units, Snorkel can save owners additional transportation costs. Located 55 miles north of Kansas City, MO and west 2 miles from St. Joseph, MO, Snorkel is essentially in the center of the United States where trucking availability is ideal, according to Scarborough.

Snorkel International is a privately owned company, located in Elwood, Kansas. Chief Executive Officer is Al Havlin, a Snorkel supplier for nearly 30 years. Reliability Engineering & System Safety

Reliability Engineering and System Safety is an international journal devoted to the development and application of methods for the enhancement of the safety and reliability of complex technological systems, like nuclear power plants, chemical plants, hazardous waste facilities, space systems, offshore and maritime systems, transportation systems, constructed infrastructure and manufacturing plants. The journal normally publishes only articles that involve the analysis of substantive problems related to the reliability of complex systems or present techniques and/or theoretical results that have a discernable relationship to the solution of such problems. An important aim is to achieve a balance between academic material and practical applications.

The following topics are within the scope of the journal: methods for reliability and probabilistic safety assessment; model and parameter uncertainties; aleatory and epistemic uncertainties, sensitivity analysis, data collection and analysis; engineering judgement and expert opinions; human reliability; test and maintenance policies; models for ageing and life extension; systems analysis of the impact of earthquakes, fires, tornadoes, winds, floods, etc.; codes, standards and safety criteria; operator decision support systems; software reliability; methods and applications of automatic fault detection and diagnosis; dynamic reliability; design and evaluation of man machine systems and human interfaces; design innovation for safety and reliability; safety culture; accident investigation and management. The journal does not normally publish articles that involve fuzzy sets and related non-probabilistic methods unless they contribute significantly to the solution of substantive problems related to the analysis of real systems.

The journal will contain contributed material in the form of original research papers, review articles, industrial case studies, safety recommendations, and short communications.
